Adds type=gha buildx cache, scoped per matrix image (jorgecuadros-api, jorgecuadros-web). apk (8s), pnpm install (12s) and the migration venv (23s) re-ran every build (run 1288).

Merging builds and pushes both images to the registry (path filter includes this workflow). Deploy is separate (deploy-on-tag.yml).

apk, pnpm install and the migration venv re-ran on every build. Use the
type=gha buildx cache, scoped per matrix image so api and web don't evict
each other.
